In Dr Galvani's laboratory, a building right by the tower you come to it before you turn up the long street. If you've already dropped down from the rooftops, you missed it. In the corridor just after you begin this section after leaving the safe room. Two paintings can be found in this mission - both in the second section, after the loading screen between the safe room and Dunwall Streets.
